Our Airport

The Greater Binghamton Airport (BGM) is centrally located in Broome County about, 8-miles north of the city of Binghamton. BGM offers daily, commercial, non-stop flights on Delta Airlines and nonstop service to Orlando, Florida. Greater Binghamton Airport is owned by Broome County and operated by the Department of Aviation.

With its stress-free atmosphere, BGM’s terminal allows you to travel with ease. BGM’s terminal offers a business center for our frequent flyers, free WIFI, a relax and recharge station, a visitors center, a room for active military to rest in-between flights, and for our younger travelers – a kid port activity center.

The Administration

Mark
Mark Heefner – Commissioner of Aviation
Mark Heefner attended Fairmont State University where he earned his Bachelor of Science degrees in ‘Aviation Management’ and ‘Professional Pilot’. Mr. Heefner currently holds a Private Pilot, Instrument, and a non-current Multi-engine Commercial Pilot certificates. He began his aviation career in Clarksburg, WV at North Central West Virginia Airport (CKB) as a college intern for Airport Operations, Administration and Marketing. At CKB he was appointed to Assistant Superintendent of Airport Operations from 2011 to 2015. While there, Mark coordinated construction projects, acted as Station Manager for Allegiant Airlines, interfaced with charter companies including West Virginia University and Big 12 sports charters, updated several airport critical plans (Airport Certification Manual, Airport Emergency Plan, etc.). Mark also taught the classes of ‘Airport Planning and Design’, ‘Intro to Air Traffic Control’, ‘Aviation History’, ‘Aviation Security’ and ‘Airport Management’ as an Adjunct Professor at Fairmont State University from 2011-2015.

In May of 2015, he was appointed to the position of Deputy Commissioner of Aviation. As the Deputy Commissioner he over saw a $13M Runway Rehabilitation project, coordinated the purchase of snow removal equipment and ARFF equipment, created or brought back several community functions such as the annual Sunset Runway 5k, the 2018 Air Show, Honor Flights, and Halloween at the Airport. The achievement that is perhaps Mark’s proudest at BGM as the Deputy Commissioner is the team at the Airport and how well they work with each other.

In May of 2019 Mark was appointed as the Acting Commissioner of Aviation and promoted to full time permanent status in October. Mark’s top priorities are adding air service to BGM, growing the non-commercial aviation business, and developing the 300+ acres available at BGM. The focus will be on sustainable and future growth for the Airport. He plans to continue the public outreach events, become a better community partner, and help Broome County’s economy grow.

Peter
Peter LoPiccolo – Deputy Commissioner of Aviation

Peter LoPiccolo has a Bachelors in ‘Airport Administration’ from Farmingdale State College in NY. Aviation has always been his passion, and he is also a certified Private Pilot. Mr. LoPiccolo’s career started here at Greater Binghamton Airport when he first got a summer internship. From there, Peter finished college and came back to BGM to work as an Airport Operations Specialist. He later went to Morristown Airport in New Jersey where he also worked in Airport Operations. From these positions, Peter gained experience in airport security, regulations, administration, environmental impact, the airline industry, and the general aviation industry. Eventually he would return to his hometown to come work at Greater Binghamton Airport once more.

Peter was appointed Deputy Commissioner of Aviation in January of 2020. He enjoys being able to grow his aviation career right here at home in Broome County. He is positive about the future of BGM and is excited to be a part of the team that will help it to grow.

The Staff

Jeffery Kliment

Maintenance & Custodial

Airport Maintenance Supervisor
Jeff began working for the Broome County Department of Aviation as a Maintenance Mechanic in March of 1994. He was promoted to Maintenance Supervisor in 1999. He has served in this capacity since then overseeing the Maintenance and Custodial Division at the Airport. Jeffery is tasked with building and ground maintenance, snow removal, and the custodial services personnel. He is ARFF trained and has conducted successful snow removal for many years.

David Hill

Operations

Senior Operations Specialist
David Hill graduated with a Bachelor’s of Science in Aviation from Daniel Webster College. He began his career with Broome County Department of Aviation in 1996 as an Airport Operations Specialist. David was promoted in 2016 to Senior Operations Specialist. He is tasked with the oversight of Airport Security, Airport Certification, and Emergency Planning. David is EMT and ARFF trained and is a seasoned veteran of the snow removal team.
